Why Runtime Governance Is the Missing Layer in Federal AI Deployment

Federal AI governance has a documentation problem disguised as a compliance problem. NIST AI RMF provides an excellent risk taxonomy. Executive Order 14110 establishes clear policy intent. OMB M-24-10 sets reporting requirements. What none of these frameworks provide is a mechanism for enforcement at runtime.
The gap is structural, not philosophical. Policy frameworks tell you what to govern. They don’t govern. The assumption—inherited from traditional IT governance—is that documented policies will be implemented by humans who read and follow them. This assumption breaks down when AI systems operate at machine speed, make decisions autonomously, and interact with other AI agents in workflows that no single human monitors end-to-end.
Consider the Authority to Operate (ATO) process. An AI system receives its ATO based on documented controls, risk assessments, and security architecture. But between the ATO assessment and actual operation, the system’s behavior is governed by whatever enforcement mechanisms exist at runtime. If those mechanisms are human review processes, manual audit logs, and periodic assessments, there is a gap between documented compliance and actual compliance.
